I just won the canada lotto for $820,000.00?

and they will not send me my money they are telling me befor i can get my winnings that i have to pay taxes in the sum of $1090.00 i wrote them back and told them that i don't have the money to pay the taxes but if they will just send me my winnings that i can pay the taxes due what am i to do?
