Who coined the phrases "World War 1" and "World War 2"?

It sounds like something Churchill would've done, but I remember reading (somewhere) that it was the Germans who started using the expression shortly after the start of WWII. Harry Truman subsequently more or less popularized it in the States. I haven't any sources to cite for any of this, I'm afraid.
